While I should part take in unconfirmed things like this, I do have to add my two cents:
First of all; that horrible questionmark-covered green spandex-suit Jim Carrey wore in the equally horribly Batman Forever (I think that's the one; I lost my interest in Barman movies somewhere between Batman Returns and Batman Begins) isn't what the Riddler looks like in the comics (currently). I think it was Joel Shoemacker's (somewhat lame) attempt to pay homage to the cheesy, campy 60's Batman television series.
If you're really interested in how mr. Depp might portray the Riddler, you should go to your local comicbook store, and track down the two massive trade paperbacks by Jeff Loeb and Tim Sale called "The Long Halloween" and "Dark Victory". Within these pages, you'll find a Riddler that sort of has the characteristics of Depp's character in Sleepy Hollow (Ichabod Crane). No spandex, but instead a green suit. You should also note that the writer of the new Batman flicks (especially Batman Begins) drew HEAVILY from these two compilations, as well as Frank Miller's The Dark Knight Returns series, and the one-shot "The Killing Joke" (with beautiful art by Brian Bolland).
So, in my opinion, would Johnny Depp be good as The Riddler? That's a tough question, but I have to say that the scale leans towards "no", although - being the gifted actor that he is - I just don't see him in a franchise like this. I honestly can't see the creative 'freedom' or 'drive' that seems to move Depp in his films within the Batman series. But I could be wrong, of course. Only time will tell...

But I thought that POTC was a big franchise.... maybe it's not as big as some other ones, but I think it's big enough.
